No COPS TRUST Health Care Option for City of Detroit Public Safety for 2017 {0}

There will be NO COPS Trust option offered during the 2017 Open Enrollment. During the October Cops Trust Board of Directors Meeting the Detroit Public Safety Entities the DPLSA, DPOA, DFFA and the DPCOA all voted for 2017 Health Care rates to be offered by COPS Trust. At the conclusion of the Board Meeting we were out voted by other members of the COPS Trust Board citing “Adverse Selection” meaning excessive usage by members who have chronic and pre-existing medical conditions. During the same meeting Cops Trust stated that for the Detroit group that every one dollar they were receiving COPS Trust was spending $5.40.
 
If a member opted for the 2016 Cops Trust Plan by law Cops Trust must offer the member a rate but expect the rate to be extremely high! Cops Trust was supposed to inform the Board of Directors of the rates and the plan to be offered to the members who are currently in COPS Trust but to this date we still have not received the information.
 
We also have not received the information, plan nor rates for a 2017 VSP Vision Plan that was offered by U.S Health and Life after making inquires, we will keep you informed!
 
We are working to receive the rates and plan from COPS Trust so that they will be forwarded to you immediately! Please review the previous information forwarded regarding the 2017 Open Enrollment.

2017 DPLSA Health Care Open Enrollment {0}

Open enrollment begins on November 1, 2016 and will close on November 15, 2016. All changes are effective January 1, 2017. Please click here to view the 2017 open enrollment guide. Please also review the following important notes: 

    • During the enrollment period, you will be able to review your current plans, select/change your benefit plan options, add or remove dependents, or report other changes affecting your coverage. Active Employees married to a City of Detroit Retiree are now eligible to enroll their spouse for health care coverage effective January 1, 2017. Documentation is required.

 

    • If you have a dependent who is totally and permanently disabled, you will be required to resubmit documentation during this open enrollment period (Form No. PA 275). If you do not submit this documentation, your dependent will be removed from coverage.

 

    • If you have a dependent who is a full time student age 19 or older who is enrolled in dental or life insurance, you must resubmit proof of full time student status. IF you do not submit this documentation, your dependent will be removed from coverage.

 

    • There is no vision enrollment for 2017. If you did not select vision coverage during open enrollment for the 2016 plan year, you will need to wait until open enrollment for the 2018 plan year to enroll or make a change.

 

    • Dependents with missing or invalid Social Security Numbers (SSN) will be removed from coverage. Please log-in to review your dependents information to ensure it is accurate and complete.

 

  • Please review and update your life insurance beneficiary during the open enrollment period.

Tomorrow, Tuesday, November 1, 2016, starts the City of Detroit Health Care Open Enrollment process! Without delay please read the documents over in their entirety along with have a discussion with your family if necessary so that you make the best selection for you and your family!
The Enrollment process ends Tuesday, November 15, 2016!

City of Detroit Open Enrollment Begins tomorrow November 1, 2016
All employees should log on to the online system (www.mydetroitbenefits.com) to complete the enrollment process. Even if you believe that there no changes required, all employees should visit this site during this period to enroll/maintain your coverage for the 2017 plan year.
If you wish to make changes to your medical, dental, life insurance or flexible spending plans, now is the time. The open enrollment period for the 2017 plan year begins on Tuesday, November 1 and will continue through Tuesday, November 15, 2016.
If you do not have access to a computer
You may also call toll-free 855-224-6200 during the open enrollment period (November 1 through November 15) to complete your enrollment over the phone with the Benefits Administration Customer Service representative. Note that call volumes are heavy during the open enrollment period and you may be asked to leave a message. YOUR CALL WILL BE RETURNED.
Open Enrollment Documentation Attached
For your convenience, the open enrollment documentation has been attached for you to review. This information can also be obtained by visiting the online system at www.mydetroitbenefits.com. The package includes the 2017 City of Detroit Health Care Plan Options booklet (also attached to this e-mail) which provides eligibility requirements and summaries of the health care plans in a format that permits easy comparison; the contribution for medical, dental, life and flexible spending plans which provides the new contribution amounts that employees will be required to pay effective January 1, 2017. (Note: There are separate forms for the City’s medical Opt-Out Program. This form is not included in your package. If wish to enroll in the City’s Opt-Out Program, please download the form from the online system.
Open Enrollment Package to be Mailed to Your Home
An employee open enrollment package has also been mailed to your home address on file. PLEASE DO NOT WAIT UNTIL YOU RECEIVE THIS PACKAGE TO MAKE YOUR 2017 PLAN ELECTIONS.
REPRESENTATIVES FROM THE HEALTH CARE VENDORS WILL BE VISITING SELECTED WORK LOCATIONS – SEE ATTACHED SCHEDULE
Representatives from the City offered medical, dental, life and flexible spending plans will be visiting a number of work locations throughout the City to provide additional information and respond to your specific questions regarding the available benefits. Please see the attached schedule for dates, times and locations. Your supervisor’s approval is required to attend health care presentations during working hours.
Remember, all employees should log on to the online system (www.mydetroitbenefits.com) during the open enrollment period to complete the enrollment process and confirm that your coverage’s for the 2017 plan year meet the health insurance needs of you and your dependents.
Note: Managers/Supervisors/Department Heads: Please print and post the attachments for those employees who do not have access to a computer and/or GroupWise.

With the 2017 Annual Open Enrollment almost upon us, the Benefits Department wanted to send you out an email because you have been identified as an employee that has been enrolled in one of our 2016 Flexible Spending Accounts (FSA) (Medical or Dependent Care).  This email is just to remind you that enrollment in the Flexible Spending Accounts do not automatically rollover to the next plan year, you will have to elect to participate in the FSA for the 2017 plan year.   Think about what medical or dependent care expenditures you may have coming up in 2017, so you can make an informed decision on the amount you would like to contribute in your 2017 Flexible Spending Account.
 
Remember, if you have funds remaining in your FSA you have until March 15, 2017 to use those 2016 contributions.
