Important, Please Read, Delayed Implementation of Articles listed in DPLSA City Employment Terms{0}
On Wednesday, July 31, 2013, City of Detroit Labor Director Lamont Satchel presented the DPLSA with “Imposed” City Employment Terms. The Association immediately requested a meeting with Emergency Manager Kevyn Orr to address concerns regarding implementation of the City Employment Terms.
Immediately after the meeting the following terms were postponed indefinitely, Article 26 A (Court Time), Article 37 A (Holidays and Excused Time) and Article 37 B (Holidays and Excused Time).
During the meeting members of the DPLSA Executive Board argued the concerns of each and every proposal that was listed in the “City Employment Terms” we also informed the Emergency Manager of the impact each proposal would have on each and every member.
As a result of the discussion Emergency Manager Kevyn Orr agreed to postpone the following additional Articles:
Article 3 (Association Security),
Article 17H (Miscellaneous Items) Lump Sum Payout, Banked Time to be paid out by the City’s Schedule,
Article 25B, (Overtime) Time Off due to sick leave will not be counted when applying overtime,
Article 27B, Method of Compensation (Eliminated the reference to longevity pay,
Article 29, (Shift Differential) Reduced,
Article 30 (Longevity Pay) Eliminated, Article 35A, Sick Leave capped at 300 hours,
Article 35B (Sick Leave) No future accrual to seniority sick leave bank,
Article 35K (Bonus Vacation Days), Eliminated,
Article 35L (Sick Leave) All sick time earned after August 6, 2013 and remaining unused time at time of retirement shall not be paid out (time earned after August 6, 2013) all other time will be paid on a schedule determined by the City,
Article 42 (Educational Reimbursements) Eliminated in entirety,
Article 44 (Hospitalization) Active and future retirees will participate in health care plans offered by the city
The agreement will postpone ALL ARTICLES listed in the “Imposed” City Employment Terms until Wednesday, October 23, 2013, not included is the 10% Wage reduction that will be effective on the Friday, September 20, 2013, payroll.
During the time of the postponed articles the DPLSA will continue aggressively working to secure a favorable agreement on behalf of the membership. We truly understand that there are many concerns on behalf of the membership and we are aggressively working on your behalf.
