  Implementation of DPOA, DPLSA and DPCOA Labor Agreement                                                      Provisions

The following is information and instructions with respect to new labor agreement provisions for DPOA, DPLSA and DPCOA.  Please note the following does not cover all newly enacted provisions, but rather only those listed below.

 

DPOA

 

Article 33. Recall Pay and Standby Time Compensation, Subsection B. Standby Time

 

Standby time will be compensated at the following rate:  one (1) hour of straight time earned for every eight (8) hours of standby time.  For the one (1) hour of straight time the member shall have the option of pay or compensatory time.  The member must be scheduled and available for a minimum of eight (8) hours stand by time.

 

Scheduling of standby time is determined by departmental procedures.  Policy is forthcoming that will further define commands where members will be eligible for stand by time, as well as scheduling procedures.

 

Article 39. Miscellaneous, Subsection L. Tuition Reimbursement

 

Members must meet eligibility requirements as defined in the labor agreement.  Additionally, members must be full time and active at the time of payment.

 

Eligible members are allowed tuition reimbursement of a maximum of $2000 per fiscal year.  Course completion dates as defined by the college or university will determine the fiscal year in which courses are eligible for reimbursement.  Costs for tuition and registration fees are eligible for reimbursement.  Course books, lab fees or other costs are not eligible.

 

Any course taken in pursuit of a college degree as defined in the labor agreement is eligible, if the college or university is accredited by an accreditation agency that is recognized by the U.S. Department of Education.

To request tuition reimbursement, the member must complete a Tuition Reimbursement Application Form (9416-P), and submit to Police Personnel, 6th Floor DPSH, no later than 45 days subsequent to the course ending date.  An official transcript or grade report (which shows a grade of “C” or better, or “pass” for pass/fail courses), and proof of payment must be submitted with the reimbursement application.  Form 9416-P is posted on the DPD intranet home page.

 

Police Personnel, in conjunction with Police Fiscal with process all eligible reimbursement applications.

 

Official DPD policy is forthcoming for tuition reimbursement.

Members shall receive at $250 incentive payment for each individual applicant that the member refers for employment.  For police recruit referrals, members shall be eligible for the payment if the applicant is hired.  For other essential DPD positions, criteria will be defined by the Director of Police Personnel in conjunction with the Chief of Police, and advertised at the time of recruitment.

 

Members interested in referring an applicant must submit the Employee Referral Form (9417-P) to the Recruiting Unit.  The form is posted on the DPD intranet home page.

 

Please note that at no time will members be informed of any information relative to the disqualification of an applicant, nor specific information of the status of an applicant currently in process.  This information is considered confidential and will not be shared.

 

Police Personnel, in conjunction with Police Fiscal with process all eligible employee referral payments.

 

Official DPD policy is forthcoming for the Employee Referral Incentive Program.

 

Article 40. Wages, Subsection C. Education Salary Incentive:

 

Those eligible for the Education Salary Incentive as defined in the Labor Agreement shall submit their official college/university transcript(s) to Police Personnel on or before January 29, 2016.  Members whose transcript(s) are received after January 29, 2016 will have their payments processed subsequent to all other payments as defined by the time line below.  Transcripts previously submitted during the 2015 Sergeant’s and Lieutenant’s examination need not be resubmitted.  However, any member who retrieved their transcripts from Police Personnel, will be required to resubmit.

 

 

The completion of two (2) years of college is required for eligibility and will be defined as completion of sixty (60) semester hours, ninety (90) quarter hours, or the attainment of an Associate’s Degree.

The following is a projected time line for payment of the Education Incentive.  Dates of payment are subject to change depending payroll system processing.

Article 49. Wages and Differential, Subsection C. Education Salary Incentive:

Detective Ceremony Thursday, January 14, 2016 at 1030 am {0}

ase be advised that the Appointment Ceremony for the following list of Detectives will be held on Thursday, January 14, 2016, at 10:30 a.m., during Comstat.  The ceremony will take place at Detroit Public Safety Headquarters, 1301 Third, Detroit, Michigan 48226, in the Michigan Room.

 

Detectives shall report at 10:00 a.m.  Dress code is business attire for Detectives.

Final Approval of City of Detroit Proposal {0}

DPLSA Members,
On Thursday, December 17, 2015, The DPLSA was in attendance during a Special Session City Council approved the City of Detroit Proposal which included a one year extension on the 2014 – 2019 DPLSA Master Agreement, wage increase and other amendments for the law enforcement employees.
On Monday, December 21, 2015, The DPLSA was in attendance during their regular scheduled meeting the Financial Review Commission approved the final measure for the one year on the 2014 – 2019 DPLSA Master Agreement, wage increase and other amendments for law enforcement employees.
The City of Proposal that was voted on and ratified by the DPLSA on Wednesday, December 9, 2015, will be effective January 1, 2016. The only article that was not presented and signed by the DPLSA is the (2) year promotional test.
Please be patient there is still much work to be done including the process of forwarding the college transcripts and other matters, we are currently working with City Labor, Police Labor and Human Resources to resolve these important issues.
The Wage increase will take place effective January 1, 2016 and should be reflected on the payroll of the new year. We are also working to resolve other outstanding matters that involve our membership again I ask you to be patient and we will keep you informed!

INTRODUCTION OF THE DETROIT POLICE DEPARTMENT’S NEW EMPLOYEE ASSISTANCE PROGRAM

As a resource to assist employees in improving their overall health, well-being, and productivity, the Detroit Police Department has partnered with Health Management Systems of America, (HMSA) to provide an Employee Assistance Program (EAP) to our employees and their families.

 

The Employee Assistance Program is a professional counseling and referral service designed to assist employees in addressing life issues.  EAP services are available at no charge to both sworn and civilian employees. If referrals are necessary for further treatment, employees may utilize their health benefits.

 

Counselors are available 24 hours a day, 7 days a week.  To speak with an EAP counselor, employees may call 1-800-847-7240.  Please note, all fitness for duty evaluations and critical incident debriefing must still be coordinated through HRB Police Medical.

City of Detroit Deferred Compensation Plan Open Enrollment is extended due to the Ratification of the City of Detroit and the DPLSA Tentative Agreement. {0}

City of Detroit Deferred Compensation Plan Open Enrollment is extended due to the Ratification of the City of Detroit and the DPLSA Tentative Agreement. As a part of our discussions with Mayor Mike Duggan the DPLSA requested that the City of Detroit Deferred Compensation Open Enrollment be extended to allow our members to allocate the wage increase into their Deferred Compensation Plans to help assist them with retirement in the future. The Mayor stated the request would be granted.

Therefore with the ratification of the tentative agreement members will be afforded the opportunity to elect to forward part or all of the wage increase into their 457 B (Deferred Compensation Plan) accounts. Please stay tuned and we will keep you updated with the details!
