Separation from Service {0}

TELETYPE #16-0197     SEPARATION FROM SERVICE

Members are reminded that upon separation from service with the Detroit Police Department, all

department issued equipment must be returned and a final clearance receipt obtained from the

Human Resources Bureau.  Members will not receive their final lump sum payment for entitled

banked time without notification that all department equipment has been returned.

All department members shall adhere to Detroit Police Manual Directive 401.9, Separation from Service, which outlines the policy and procedure for all separations as follows:

Directive 401.9-4.1 “Clearances”, states, in part, “Resigning/retiring members shall personally surrender all department issued equipment on or prior to their last working day.  The member shall receive a signed receipt from each location for surrendered equipment.”

Directive 401.9-42, “Final Pay Out”, states, in part, “After all equipment is accounted for, Police Personnel will conduct a brief interview with the resigning, retiring member.  Police Personnel will then prepare and convey to Police Payroll a memorandum authorizing them to release payment for all outstanding balances due to the separated member.”

Important Information Regarding Tax Free Deductions From Retiree Plans For Health Care Payments {0}

DPLSA Update, Information regarding 3000 dollar tax free from an Individuals retirement plans to used by retirees for health care payments. During the DPLSA Board of Directors Meeting Wednesday, February 3, 2015, I Informed the Board of Directors of the information regarding HELPS. I am working on obtaining further information regarding this benefit along with other benefits that will assist active and retirees and I will be forwarding them to you. Through the National Association of Police Organization and our local efforts we are working on improvements and options.

Here is the preliminary information for HELPS, I plan on forwarding you further updates!

What is HELPS?

Health Care Enhancements for Local Public Safety Officers

HELPS is a new retiree health care benefit that provides a tax-free distribution of

up to $3,000 from retirement plans to help retirees pay for health insurance or

long-term care insurance. The funds can be for coverage for the retiree, spouse

or dependents. The distribution must be made directly from the retirement plan to

the insurance provider.

Why should I take the time to get this benefit?

A large number of retired fire fighters have to pay for their health insurance. As

an active employee, they were able to pay their premiums or health care costs

with pre-tax dollars. HELPS extends this pre-tax benefit into retirement (for up to

$3,000). It could be an annual tax savings of around $750.

Who is eligible for HELPS?

If you are a retired fire fighter, law enforcement officer, chaplain, or member of a

rescue squad or ambulance crew, you are eligible for HELPS.

Is my plan eligible for this?

Eligible retirement plans include qualified defined benefit pension plans, section

403(a) plans, section 403(b) annuities and section 457(b) deferred compensation

plans.

How do I get started? What exactly happens with the money?

If you are a retired public safety officer, you can contact your retirement plan

administrator, who will set up a transfer to send the funds directly to the health

plan. You can use the sample 1040 form found at www.iaff.org/helps to report

this tax break. The IAFF advises members to consult with their retirement plan

administrator and accountant or tax preparer to ensure the proper execution and

reporting to the IRS of the HELPS benefit.

What if my retirement plan doesn’t want to participate in HELPS?

Retirement systems do not have to make any formal decision to participate or not

participate in HELPS. They do, however, have to agree to send payments

directly to your health insurance provider in order for you to take advantage of

the HELPS tax deduction. As long as you receive a statement from your

retirement plan stating how much money went directly to your health insurance

provider, you are eligible for the tax deduction.

Members need to review and if necessary revise your beneficiaries along with other pertinent information immediately! Members should do so by contacting the DPLSA, Pension, City of Detroit Human Resources, Detroit Police Human Resources, Benefit and Protective, Members Command along with any other involved entities.

Many members have not updated their information and since then several status changes may have occurred such as a death, divorce, moved or dependent changes! Updating your information is extremely important for many reasons!

So please update your status immediately if any changes has occured it only takes a few a minutes, some of the entities will even mail you out the update cards.

The Cost for the Club 300 Suite is $65.00 per person. The Final date to buy tickets is tomorrow, Tuesday, February 2, 2016 at 2 p.m. at the DPLSA Office.

 

There are 5 seats left on the Buses that will be first come first served at a cost of $20 a seat.

Members riding the buses must arrive at Public Safety Headquarters by 5 p.m. (secured parking). For those who are utilizing the buses they will leave promptly at 530 p.m! Game starts at 7 p.m!

Important – COPS TRUST Medical Cards {0}

U. S. Health and Life / COPS Trust Health Insurance Members,
On Monday, February 1, 2016, during the regularly scheduled COPS Trust Board Meeting several issues and concerns were addressed regarding members who elected the COPS Trust Health Care. The main concern was the fact that some members received other members health care cards. COPS trust stated the error occurred due to a corrupt file and as a result will be issuing new cards to the affected members. COPS Trust will be issuing new cards by Monday, February 8, 2016, to the affected members. The Old COPS Trust cards we no longer be effective as of Monday, February 8, 2016, to avoid any problems.
We understand that this may create an issue for the affected members because you will have to inform your Doctor or Pharmacy of your new COPS Trust information. If you have any questions or concerns, it is also unclear at this time whether all members will be receiving new cards or only the affected members so please call U. S. Health and Life / COPS Trust at 1-800 – 225- 9674.
I strongly urge all members to call COPS Trust to address any concerns before the February 8, 2016 date to ensure no interruption in receiving prescriptions on health care.

Improved Deferred Compensation (457 B) Plan Options {0}

DPLSA Members,
The DPLSA Leadership has fought for and championed the ability for members to be afforded the opportunity to be able to increase and decrease their Deferred Compensation contributions without an open enrollment period.
Working with the City they have agreed to allow members to elect to make changes throughout the year. The Member can make the elections to increase or decrease their Deferred Compensation (457 B) Plan by going to room 332 on the 3rd Floor of the Coleman A. Young Municipal Building. Ms. Olga Johnson is the individual that will be processing the elections. Once you make the elections it will be reflected within (30) days under normal circumstances.
The City will be forwarding additional correspondence in the very near future regarding this important issue but members can make their elections immediately by following the instructions listed above. Once again we will keep you informed regarding this and any other matters that affect the membership!

ReliaStar Life Insurance rate increase for the Active Membership {0}

Dear DPLSA Membership,

In mid-2015, the Executive Board was notified by ReliaStar Life Insurance that a rate increase would occur in early 2016.  The increase was due to the number of death claims submitted during 2014 and early 2015.  This information was relayed to the delegates and the entire membership as well.

Yesterday afternoon, we received the rate increase from ReliaStar which represents a 67% increase bi-weekly.

Below is the breakdown of the new rates that will be reflected on the February 5, 2016 pay:

40700-Single rate was $14.68.  New rate is 24.52, bi-weekly (an increase of $9.84)

40702-Family rate was $19.68.  New Rate is 32.82, bi-weekly (increase of $ 13.17)

The coverage remains the same at $50,000.

Also if there is any member of the DPLSA who did not elect the Reliastar Insurance and wishes to do so now they must do so by Tuesday, January 19, 2016, for this one time election. Normally Reliastar only allows you a one time election and that is once you get promoted. We have requested this additional election on behalf of the DPLSA due out of concerns for the Membership!
