DPLSA Update, DPD Re-Organization Meeting{0}
On Monday, December 31, 2012 and January 3, 2013, the DPLSA attended “Special Conferences” with Detroit Police Labor and other Command Officers. During the 1st meeting the Department informed us that on Monday, February 4, 2013, the Department will consilidate, downsize and eliminate entities of the department. Operational Changes • SRT and DFAT will be responsible for fugitive apprehension again • Homicide manpower will be increased to handle all shootings (fatal/non-fatal) • Narcotics Conspiracy will be increase by (2) crews to handle local narcotic activity • Crime Scene Services will now be under Criminal Investigations Bureau • Headquarters Surveillance will now handle all armed robberies • CATS will now handle all carjacking cases • Fleet Control will now be under Technical Services • Mounted Unit and K-9 will be under Central Events • All Youth officers will be removed from Criminal Investigations and sent back to their respective precincts • Training/Personnel will now be responsible for Jr. Police Cadets, Chaplain Corp, Traffic safety and Police Reserves • Precincts may create their own narcotics enforcement units on a precinct level Long Term Changes Units to be civilianized • Communications • Crime Scene Services • Medical Section • Evidence/Property Control • Fleet Control • Public Information • Technical Support • Crime Analysis The Department stated its goal is to reduce administrative manpower down to 5% The Department stated the re-organization will result in the return of (14) lieutenants, (56) sergeants and over 200 police officers returned back to patrol activities
During both meeting the DPLSA addressed concerns and the procedure for how the re-organization would be implemented. The DPLSA will keep you informed with the re-organization plan along with continuing to address any and all concerns regarding this matter.
