SECONDARY EMPLOYMENT

The City’s Secondary Employment Program provides sworn members with an opportunity to work “secondary” job assignments for additional pay. Members are reminded, however, that the opportunity to work Secondary Employment is a privilege, not a right. Secondary Employment assignments are to be considered “secondary.” Under no circumstances shall a Secondary Employment assignment conflict with the Department’s primary function of providing efficient and cost-effective police services to the city of Detroit.

To help prevent conflict between this Department’s law-enforcement efforts and the City’s Secondary Employment Program, no member shall be eligible to work a secondary-employment assignment on the same day that sick day or E-day benefits are used to cover a regular scheduled on-duty assignment. Furthermore, no member shall be eligible to work a secondary employment assignment if the hours conflict with his / her primary assignment hours.  For example, if a member’s primary assignment hours are from 8:00 a.m. – 4:00 p.m., that member shall not eligible to work a secondary employment assignment starting at 4:00 p.m.

During Secondary Employment assignments, members are required to maintain their posts at the secondary employment assignment at all times as directed by the secondary employment employer. Only exigent circumstances – for example, when a member becomes aware of a violent crime in the immediate area – shall justify the member leaving his/her post. In such emergency situations, the member shall immediately notify dispatch and be mindful of available back up. The member shall use good judgment in his / her decision to leave the secondary employment assignment and be able to articulate that decision in great detail. 

Any members found to be in violation of these procedures may be subject to disciplinary action.

All commands are reminded to adhere to policies and procedures set forth in the DPD Manual and Training Directives.  This teletype shall be read at on duty roll call on all shifts for seven (7) consecutive days.  Manual revisions forthcoming.

BE ADVISED, THE REVISIONS WILL NOT BECOME ACTIVE ON THE DPD INTRANET UNTIL AFTER SEPTEMBER 1, 2015.  THESE REVISIONS WILL NOT BE REFLECTED ON THE AUGUST PROMOTIONAL EXAM.
