Community Service Personnel Scholarship

The University of Michigan-Dearborn provides a scholarship valued at 20% of tuition and fees for public safety employees at partnering organizations.  The scholarship is available for degree-seeking students and can be used for undergraduate and graduate programs.

Overview of the Process

  1. The employee applies for admission, and if criteria are met, is admitted.
  2. The employee, civilian or sworn, must follow the normal process and requirements of the respective public safety tuition support program.
  3. The employee, civilian or sworn, requests an employment verification letter from their Human Resources Department.
  4. The Human Resources Department must fax the letter to UM-Dearborn’s Financial Aid Office (Fax to 313-593-5313 to the attention of Sabrina Guyton).
  5. Upon receipt, the Office of Financial Aid will award the Community Service Personnel Scholarship by posting it to the student’s account.
  6. The student is responsible for paying tuition by the stated deadline for that semester.  The student should pay the full tuition amount minus 20%.

Notes

When the Community Service Personnel Scholarship is initially posted to the student’s award, an estimated dollar amount will be listed.  Typically, 10 days before the start of a semester, 20% of the tuition and fees will be automatically calculated and posted to the student’s account.  This value of the scholarship is based on 20% of tuition and fees for all courses enrolled.  The amount of the scholarship is subject to change based on any changes in class schedule or employment.

Come join Basic Recruit Class 2016-D, in their mission to aid local hospitals during the busy Labor Day weekend. Donations will take place between 9:00 a.m. and 3:00 p.m.; we have a target goal of forty-five (45) donors. Please visit www.redcrossblood.org, to set- up an appointment time that is convenient for you.

Listed below is some beneficial information:

• The American Red Cross is the Largest Supplier of Blood to Detroit

Children’s Hospital;

• Red Blood Cells have a shelf life up to forty-two (42) Days;

• Platelets have a shelf life of five (5) Days;

• Plasma has a one (1) year Shelf life, if frozen;

• Every two (2) seconds someone needs Blood;

• More than 41,000, donations are needed every day;

• The average person has 10 -12 pints of blood in the body;

• It takes 8 -10 minutes to donate;

• One pint of blood saves three (3) lives; and

• People with Professional Tattoos can give blood; a Year’s wait is no

longer required.

We are looking forward to your participation, please have a balanced meal on the days leading up to your donation and drink plenty of water.

Please refrain from drinking alcoholic beverages the day prior to donation.

On Monday, September 5, 2016, the Detroit Police Lieutenants and Sergeants Association (DPLSA) will be marching in the Detroit Labor Day Parade. The DPLSA Executive Team would like to invite all DPLSA Members along with any members of the Detroit Police Department along with their family, friends or supporters to walk with our Association during the Parade to help celebrate and support Labor!

reserved for emergency (EMS) vehicles, while the remaining 3 westbound lanes will be for vehicles.

Important information that can help save the lives of law enforcement, please read and share!

The National Law Enforcement Officers Memorial Fund (NLEOMF) has issued a new research report entitled Deadly Calls and Fatal Encounters, a five-year study (2010-2014) analyzing 684 line-of-duty deaths to identify key indicators and early trends that can impact law enforcement officer safety. The purpose of this report is to identify situations that place officers at higher levels of risk and offer multiple recommendations to enhance officer safety. This project was supported by a cooperative agreement awarded by the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS).

The analysis focused on cases that involved a dispatched call for service which required a police response and what information was made available to the responding officers. Researchers also examined cases involving self-initiated actions, and what, if any, commonalities were discovered that could be utilized as learning tools to prevent future deadly calls or fatal encounters.

Key Findings Include:

  • Calls related to domestic disputes and domestic-related incidents represented the highest number of fatal types of calls for service.
  • More than 20% of the officers responding to calls were killed by suspects with rifles.
  • A small but significant number (8%) of officers arriving first on the scene of a call took action by themselves, rather than coordinate with the backup officers they had requested or the additional units already en route.
  • Sixty-three percent of officers who were killed while engaged in self-initiated action were conducting a traffic stop for vehicle enforcement.
  • Fifty-three percent of fatal crashes were associated with urgent responses to Officer Needs Assistance calls or a radio request for emergency assistance from a fellow officer.

Recommendations in the Report Include:

  • Greater emphasis should be placed on the need for two officers to respond to calls for service and officers should wait for the secondary unit or the backup assistance they requested before acting.
  • Improve communications and information-sharing for officers on the street who are responding to calls for service. Call history, warrants, and arrest history for the location and any previously identified mental health issues should be readily available.
  • Conduct dispatcher and supervisory training to better coordinate responses to high priority calls such as Officer Needs Assistance, Robbery in Progress, and Shots Fired. Ensure that domestic violence cases are monitored closely and that dispatchers challenge officers for their welfare regularly when they are on the scene of a high priority call.
  • Consider training officers on passenger-side approaches during traffic stops to increase the officer’s tactical advantage and reduce the likelihood of being struck by a passing vehicle.
  • Given the increasing use of assault-style rifles against police, officers should incorporate the use of patrol rifles, body armor with hard armor plates, and ballistic helmets, which can be deployed during high threat responses.

“This report bears many important findings and recommendations that will help protect the men and women who serve in law enforcement. I hope that policy-makers, trainers and leaders find this information beneficial for continued development of procedures and tactics that will help improve the safety of America’s law enforcement officers,” said Memorial Fund President and CEO Craig W. Floyd.

Pursuant to 401.2 – 3.1 of the Police Manual, all requests for transfer will automatically expire on October 1st of each year. Members wishing to continue his/her requests must use the forms and procedures followed with their initial transfer request, including re-obtaining all endorsements.
Transfer continuations for DPOA members will be accepted from August 15th until September 30th and for DPLSA members from September 1st until September 30th.
Members may continue no more than one Transfer Request to either entity lists (seniority or blue slip) at the same time (e.g. continue one (1) transfer request to the 5th Precinct and one (1) transfer request to Vice).

TUITION REIMBURSEMENT INFORMATION – REMINDER {0}

TUITION REIMBURSEMENT INFORMATION – REMINDER

Pursuant to following contractual articles:

DPOA Article 39. Miscellaneous, Subsection L. Tuition Reimbursement
DPLSA Article 17. Miscellaneous Items, Subsection O. Tuition Reimbursement
DPCOA Article 27. Miscellaneous, Subsection H. Tuition Reimbursement

Members must meet eligibility requirements as defined in the labor agreement. Additionally, members must be full time and active at the time of payment.

Eligible members are allowed tuition reimbursement of a maximum of $2000 per fiscal year.

Course completion dates as defined by the college or university will determine the fiscal year in which courses are eligible for reimbursement.

Costs for tuition and registration fees are eligible for reimbursement. Course books, lab fees or other costs or fees are not eligible.

Any course taken in pursuit of a college degree as defined in the labor agreement is eligible, if the college or university is accredited by an accreditation agency that is recognized by the U.S. Department of Education.

To request tuition reimbursement, the member must complete a Tuition Reimbursement Application Form (9416-P), and submit to Police Personnel, 6th Floor DPSH, no later than 45 days subsequent to the course ending date.

An official transcript or grade report (which shows a grade of “C” or better, or “pass” for pass/fail courses), and proof of payment must be submitted with the reimbursement application. Form 9416-P is posted on the DPD intranet home page.

Police Personnel, in conjunction with Police Fiscal with process all eligible reimbursement applications.
